According to the Cameroon Household Survey (ECAM) 2014, 37% of the population lives below the poverty line. This situation does not allow the majority to access health care.
To remedy this, back in 2015, the Government set up an INTER-SECTORIAL NATIONAL TECHNICAL COMMITTEE to provide the country with a system of universal health coverage thus guaranteeing access to quality health care for all without being exposed to the lack of money. During workshops of the Annual Conference which took place at “la salle des fĂȘtes” of the Red Cross, the experts presented the organizational and technical characteristics of the architectural scenarios of the aforementioned universal health coverage system.
In its operation, this system will depend on the establishment of a single national structure for technical and financial management of health coverage. It will be up to this structure to make proposals for the scope of health care services common to all. To have access, every Cameroonian citizen must have a health coverage card with a unique identifier number. He/she will be able to receive health care services throughout the country. This will require the bio-metric registration of each citizen; registration will be via enrollment points. In this regard, André Mama Fouda, Minister of Public Health Cameroon believes that the current Elections management committee (ELECAM) will be solicited to carry out this operation.
In terms of financial contributions for the system, this will be automatically deducted from the pension by the competent finance and treasury departments for retired State employees. While for the private sector in retirement, withdrawals will be made on the pension by the CNPS. In the case of workers in the Informal and Agricultural sectors, it will be a question of increasing the taxes or the amount of the contribution to health insurance. In the case of the poor and vulnerable, their affiliation will be carried out by the decentralized territorial authorities, based on a methodology and criteria defined at the national level.
The plan for developing this coverage will be developed and produced in the first half of 2017 and its legal framework submitted the same year.
